Academic path
The Prof. Doctor Eng. Lourino Alberto Chemane was born in 1966, in the District of Matola, Province of Maputo. He completed his degree in Electrical Engineering from Eduardo Mondlane University (UEM) in 1993, having, in the same year and establishment, started his professional activity, as a researcher in the area of electronic engineering and Information and Communication Technologies, producing scientific communications and participating at conferences and other related technical and scientific events.
In 2011, he obtained a Doctor of Philosophy (PhD) degree in Computer and Systems Sciences at Stockholm University, Sweden, in the specialty of integrating information and communication technology platforms for the establishment of value networks.
Between 1999 and 2007, he obtained the following Master’s degrees:
1999 – Master’s degree in Electronic Engineering at the University of Pretoria, South Africa;
2004 – Master’s degree in Computer and Systems Sciences at Stockholm University, Sweden;
2007 – Master’s degree in Electronic Governance at the Federal Polytechnic School of Lausane (EPFL), in Switzerland .
His portfolio also includes the following postgraduate degrees and diplomas:
- Cyber Diplomacy by the European Union Institute for Security Studies (EUISS: European union Institute for Security Studies ), in Brussels, Belgium in 2023;
- Innovation and Leadership by Politecnico di Milano/Politecnico di Torino in Italy ( Africa Innovation Leaders 2018-2019 );
- Contemporary Diplomacy with specialization in Internet Governance from the University of Malta ( Diplo Foundation) in Malta ( Post Graduate Diploma in Contemporary Diplomacy with Specialization in Internet Governance 2016-2017 ); It is
- Wireless Telephony from the University of Pretoria in South Africa ( CCWT: Certificate Course in Wireless Telephony – Diploma Course , January-December 2002).
Professional path
He has been President of the Board of Directors (PCA) of the National Institute of Information and Communication Technologies (INTIC) since April 2021, the Regulatory Entity for Information and Communication Technologies of Mozambique.
He is a member of the Board of Trustees of the UbuntuNet Alliance, the Southern and Eastern African Regional Research and Education Network) where he has been Chairman of the Resource Mobilization Committee since 2022.
He is an International Auditor of CSIRTs (Cyber Security Incident Response Groups – Computer Security Incident Response Teams ) Certified by the Open CSIRT Foundation in the use of the SIM3 Standard ( Security Incident Management Maturity Model ) since October 15, 2022 to audit CSIRTs .
He is Vice-President of the Board of the General Assembly of LusNIC, the Association of Portuguese Language Internet Registries (Association of ccTLDs – Country Code Top Level Domain – Portuguese-speaking Countries) since 2023 representing Mozambique, through the National Institute of Information and Communication Technologies (INTIC).
He has been an Assistant Professor at the Faculty of Engineering of Eduardo Mondlane University since 2015 where he works in the Department of Electrical Engineering in teaching and scientific research activities .
Between 2016 and 2021, he was Executive Director of the Network of Higher Education and Research Institutions in Mozambique, MoRENet (Mozambique Research and Education Network), and Advisor to the Minister of Science, Technology and Higher Education (2020-2021) and to the Minister of Science and Technology, Higher and Professional Technical Education (2015-2020) for the area of Information and Communication Technologies.
Between 2010 and 2016, he was Coordinator of the Electronic Government and Communication Infrastructure Project (MEGCIP Project) financed by the World Bank and Advisor to the Minister of Science and Technology, for the area of Information and Communication Technologies. Within the scope of the MEGCIP Project, the Government of Mozambique promoted the review of legal instruments, policies and regulations in the area of telecommunications and in the area of Information Technologies, with emphasis on the Telecommunications Law (2016), the Electronic Transactions Law (2017), the National Broadband Strategy (2017), the Migration Strategy from Analog Television to Digital Television (2015), the Information Society Policy and Strategy (2018), among others.
Between 1993 and 2021, he was a researcher and teacher in the Department of Electrical Engineering at the Faculty of Engineering of the Eduardo Mondlane University (UEM) having taught the following disciplines: Digital Electronics , Digital Systems, Computer Networks, Automatic Control, Computer Systems, Administration and Computer Systems Security. He has several communications published in scientific journals and conferences in the areas indicated above.
Between 2002 and 2010, he was Principal Technical Advisor for Information and Communication Technologies at the Technical Unit for the Implementation of IT Policy (UTICT). He was a member of the teams that formulated the IT Policy Implementation Strategy (2002), the Electronic Government Strategy (2006), the Telecommunications Strategy (2006), the Electronic Government Interoperability Framework (2009). He was Deputy Coordinator of the Information and Communication Technologies for Development Project financed by the UNDP and the Government Electronic Network Project financed by the Government of Italy, having contributed to the establishment of the Government Electronic Network (GovNet), the Government Electronic Mail System, the Government Portal and the establishment of the Provincial Digital Resource Centers (CPRDs), the Community Multimedia Centers (CMCs) and the Mobile Information and Communication Technologies Unit (UMTICs).
Between 1999 and 2001, he was a Systems Consultant at Keops Isys in South Africa where he participated in the development, installation and Control, Supervision and Data Acquisition Systems – SCADA (Supervisory Control and Data Acquisition) at Mozal and worked on the assembly and configuration of Personal Computers (Hardware and Software) used in MOZAL’s Real Time Networks (RTS).
Between 2002 and 2024, he was a member of the following professional associations and working groups: Member of ISOC: CPLP Electronic Government Focal Point (2002-2021), ATPS Focal Point – African technology Policy Studies Network (2004-2021), Internet Society (2014 -2016), International Council of Information Technology in Public Administration – ICA (2016-2021), Member of the National Commission for Migration from Analogue Television to Digital Television (2014-2015), and Focal Point for Information and Communication Technologies at Commowealth (2006-2009). He is a member of the Order of Engineers of Mozambique, at the IT College.
